About this opportunity
San Bernardino County and the California Department of Corrections and Rehabilitation (CDCR) are soliciting competitive bids for a Master Agreement for Fire Suppression System Services, designated as Bid Number C5612706-D. The procurement covers comprehensive fire protection and maintenance services for three youth correctional facilities: Deuel Vocational Institution (DVI), Heman G. Stark Youth Correctional Facility (HGS), and Ventura Youth Correctional Facility (VYCF). Required services include preventative maintenance, fire sprinkler and standpipe services, fire pump services, five-year testing and certification, fire hydrant flow testing, roll-down door services, repair services, project management, and hydrostatic testing. Bidders may submit proposals for one or more locations, with the solicitation posted on April 3, 2025, and proposals due by May 7, 2025. Evaluation criteria will likely include pricing, service capabilities, and the ability to meet comprehensive technical specifications outlined in the bid documents. Contractors must provide all necessary labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, and associated expenses to perform the specified services.
The procurement appears to be open to all qualified vendors without specific set-aside designations for disadvantaged enterprises. Emergency and overtime services will be compensated at 150% of standard hourly rates, with the CDCR reserving the right to augment the master agreement by 25-100% of the total bid amount. Contractors may offer a minimum 1% discount for invoices paid within 30 days, with a minimum discount of $50. Estimated parts replacement budgets are $50,000 for DVI and $25,000 each for HGS and VYCF. In the event of a bid tie, selection will be determined by the lowest responsible bid with the highest discount, with a public coin toss as a final tiebreaker. While specific budget ranges are not explicitly stated, the comprehensive nature of services and multiple facility coverage suggest a potential contract value in the range of $100,000 to $500,000, depending on the scope of work and frequency of required services. It is important to note that there are no guarantees of service requests under this agreement, and potential bidders should carefully review all documentation before submission.
