About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor to provide spent water softener, brine removal, transportation, and disposal services for the California Men's Colony (CMC) located in San Luis Obispo. The procurement is an Invitation for Bid (IFB) for comprehensive waste management services, specifically involving the removal of up to 6,000 gallons of spent water softener brine per service from a 12,500-gallon above-ground storage container. Key deliverables include monthly scheduled pickups (estimated 144 services) and potential emergency pickup services (estimated 24 services), with all removal, transportation, and disposal activities to be completed within 72 hours of institutional notification. The contractor must possess a valid California DMV Motor Carrier Permit and provide documentation of proper disposal. Bidders will be evaluated based on lowest responsible bid, with the contract term spanning from July 1, 2025, through June 30, 2028. Critical dates include Letters of Inquiry due March 19, 2025, bid submissions due March 31, 2025, by 11:00 AM, and a public bid opening on April 3, 2025, at 2:00 PM.

While the contract is exempt from Disabled Veteran Business Enterprise (DVBE) requirements, CDCR encourages DVBE participation and offers incentives ranging from 1-5%. A 5% bid preference is available for certified small businesses. Bidders must maintain specific insurance coverages, including $1,000,000 in commercial general liability, $1,000,000 in auto liability, and $1,000,000 in environmental liability. The rate sheet requires detailed per-gallon pricing for both scheduled and emergency services, with all costs to include labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, and fees. A discount of at least one percent (minimum $50) is available for invoices paid within 30 days, and in the event of a bid tie, the proposal with the highest discount will be selected, with a public coin toss used to break any remaining ties. While no specific budget range is explicitly stated, the estimated service volume of 168 total pickups (144 scheduled, 24 emergency) suggests a potentially significant contract value for the three-year term.
