About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) numbered C5612661-D, Rebid 1, seeking a contractor to provide comprehensive Food and Green Waste Recycling and Recovery Services for the California Health Care Facility (CHCF) in Stockton, San Joaquin County. The primary objectives include collecting edible food for redirection to Food Recovery Organizations/Services and implementing recycling processes such as animal feed, composting, anaerobic digestion, and rendering. Key deliverables involve collecting and processing food and green waste from kitchen and warehouse locations with varying pickup frequencies. A mandatory bidder's walk-through is scheduled for July 30, 2025, at 9:00 AM, with bid submissions due by August 13, 2025, at 11:00 AM. The contract term will end on December 31, 2026. Bidders must provide detailed pricing on the Exhibit B-1 Rate Sheet, which includes rates for food recovery (per 10 pounds) and waste recycling (per container, per pickup), with CDCR reserving the right to adjust service quantities. Evaluation criteria will likely include pricing, service capabilities, and compliance with regulatory requirements.

The solicitation emphasizes participation goals for small businesses and disabled veteran business enterprises (DVBE), with a mandatory 25% small business participation requirement and encouragement to utilize certified DVBE vendors. Bidders must complete all highlighted cells in the rate sheet and provide rates for all items within a location to avoid bid rejection. The procurement allows for a 25% contingency allocation for unforeseeable services, and contractors may offer discounts for invoices paid within 30 days. In the event of a tied bid, the selection will prioritize the lowest responsible bid with the highest discount, with a public coin toss as a final tiebreaker. Contractors must comply with various state regulations, including the Prison Rape Elimination Act (PREA) and civil rights laws. While specific budget ranges are not explicitly stated, the rate sheet suggests a comprehensive pricing model that covers all associated expenses such as labor, transportation, materials, permits, and other necessary costs. The solicitation does not indicate an incumbent vendor, and the contract appears to be structured for a new service provider.
