About this file
The document is a Rate Sheet (Exhibit B-1) for Food and Green Waste Recycling and Recovery Services involving the California Health Care Facility (CHCF) and the California Department of Corrections and Rehabilitation (CDCR). The rate sheet provides detailed pricing structures for food recovery services, food and green waste recycling services, and as-needed services across multiple container sizes and pickup frequencies. The document outlines service rates per container and per pick-up, with estimated service quantities for locations including kitchen and warehouse pickups, with services ranging from weekly to bi-monthly schedules.
The rate sheet includes provisions for bidders to complete highlighted cells in an Excel format, with requirements that bidders provide rates for all items within a location or risk bid rejection. The pricing model allows for a 25% allocation for additional unforeseeable services, and contractors may offer discounts for invoices paid within 30 days. In the event of a tied bid, the lowest responsible bid with the highest discount will prevail, with a public coin toss as a final tiebreaker. The document emphasizes that there are no guarantees of service requests and that all prices must be in U.S. currency, encompassing all associated expenses such as labor, transportation, materials, permits, and other necessary costs.

Rate Sheet
FOOD AND GREEN WASTE RECYCLING AND RECOVERY SERVICES
Electronic bid packages include an Excel version of this Rate Sheet (Exhibit B-1) in addition to the PDF file in order to assist bidders in computing accurate totals. Bidders should download the Excel version and complete ALL highlighted cells.
The Contractor will be compensated for services performed in accordance with the rates specified on the Exhibit B-1, Rate Sheet which shall include all labor, personnel, transportation (including travel and per diem), materials, supplies, tools, any necessary equipment, permits, licenses, taxes, fees, shipping/freight charges, and every other item of expense necessary (unless otherwise specified herein) to provide the identified services.
Bidders may bid on one or more locations. Bidders are not required to bid on all locations; however, bidders must include a rate for all items within that location. Failure to indicate a dollar amount (blank cell) on any item may be grounds to reject the entire bid for that location. A zero dollar amount ($0.00 or $ -) listed for any and/or all items shall be interpreted and understood by the State to mean that the bidder will perform any such services at NO COST to the State.
Any and all services performed outside the scope of this Agreement shall be at the sole risk and expense of the Contractor. All prices and notations must be printed in ink or typewritten. All prices must be bid in U.S. currency and shall encompass every item of expense necessary to perform the services.
Quantities and services listed on the Exhibit B-1, Rate Sheet are the State's estimates only and are offered as a basis for the comparison of bids. The State does not expressly or by implication agree that the actual amount of work will correspond therewith and reserves the right to increase/omit portions of the work as may be deemed necessary or advisable by the State.
Each participating location’s total basis of award includes a Rate Sheet line item totaling 25% of the sum of the bidder’s service rate(s) to allow for additional as-needed, unforeseeable services. As-needed services will be payable at the applicable service rate(s) on the Exhibit B-1, Rate Sheet.
All CDCR estimated quantities and Contractor provided rates are for the entire term of this Agreement.
When placing a bid, a dollar amount must be provided for each container size. The Service Rate provided is per container, per pick-up. If the requested size is not available, the Contractor must provide a rate for a container that is offered, comparable in size and meeting all other requirements (steel wheels, locking mechanism, etc.). The alternate may be a combination of more than one container to meet the volume requirements; although the service rate provided shall be for the volume of waste indicated under “Container Size” when the requested size is not available. All bids are for the Contractor provided containers, unless otherwise noted.
Contractor may offer a discount on invoices paid within thirty (30) days of receipt. Discount offered must be at least one percent and a minimum of $50.00.
Discount offered on invoices paid within 30 days of receipt =
In the event of a tie, absent other determining factors, the lowest responsible bid with the highest discount shall prevail. IF the highest discounts also tie, the awarded bidder shall be determined by a public coin toss.
NOTE: There are no guarantees that any services will be requested from this agreement.
