About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) for a Master Agreement covering Forklift and Pallet Jack Equipment Services across multiple state facilities. The procurement seeks a contractor to provide comprehensive maintenance, inspection, calibration, and repair services for various material handling equipment including LPG forklifts, gas/diesel forklifts, electric forklifts, aerial lifts, pallet jacks, and balers at 35 different CDCR locations statewide. Bidders can submit proposals for one or more locations, with services to be performed primarily during normal business hours (7:00 AM to 3:00 PM), with provisions for emergency and after-hours services. The bid submission deadline is March 5, 2025, at 11:00 AM, with a public bid opening on March 6, 2025, at 2:00 PM. The contract is scheduled to run from July 1, 2025, through April 30, 2028, with evaluation based on the lowest responsible bidder meeting all specified requirements. Contractors must provide detailed hourly rates for maintenance, inspection, and repair services, along with cost-based parts pricing, and maintain specific insurance coverages including $1 million in commercial general liability and auto liability.
The solicitation includes specific provisions for small businesses and disabled veteran-owned businesses (DVBE), with a 5% small business preference and DVBE incentives ranging from 1-5%. CDCR reserves the right to augment the agreement amount by 25-100% of the total bid amount, and offers a potential discount incentive of at least 1% for invoices paid within 30 days, which could serve as a tiebreaker for equal bids. Funding will be administered through individual Purchase Orders issued for each participating location, with no guaranteed minimum usage commitment. The Rate Sheet indicates estimated parts budgets of approximately $50,000 per facility, though this may vary. Bidders must provide rates for all items within any location they choose to bid on, demonstrating comprehensive service capabilities across maintenance, repair, and parts supply. The contract's total potential value could be substantial given the 35 facilities and the ability to augment the agreement by up to 100% of the initial bid amount.
