About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor for Construction and Demolition Debris Disposal and Recycling Services through Invitation for Bid (IFB) C5612621-D, Re-Bid 4, supporting the Correctional Construction Mentorship (CCM) Program. The procurement covers nonhazardous debris disposal and recycling services across 12 institution groups, including facilities such as Calipatria State Prison, California Health Care Facility, and Richard J. Donovan Correctional Facility. Contractors must provide various container sizes (10-40 cubic yards), including covered and lockable options, with services encompassing delivery, pickup, transportation, recycling, and disposal within 24 hours of request. Required qualifications include a valid California Contractors State License Board "C-61" Limited Specialty, "D-63" Construction Clean-up, or "B" General Building Contractor license, along with city/county business licenses and commercial refuse hauler permits. The bid submission deadline is January 5, 2026, at 11:00 AM, with a public bid opening scheduled for January 7, 2026, at 2:00 PM, and the contract term extending through June 30, 2028.
The procurement includes significant small business and diversity considerations, with a 25 percent Small Business participation requirement and potential 5 percent preference for certified small and micro-businesses not exceeding $50,000. While exempt from Disabled Veteran Business Enterprise (DVBE) mandatory participation, the solicitation offers a 1-5 percent DVBE participation incentive. Bidders must provide proof of Commercial General Liability insurance ($1,000,000 minimum), Automobile Liability insurance ($1,000,000 minimum), and Workers' Compensation insurance. The estimated total contract value is $4,550,000, with individual institution group estimates ranging from $50,000 to $1,500,000. Bidders may submit proposals for one or more of the 12 institution groups, with pricing to be submitted on Exhibit B-1 Rate Sheet, including unit rates for container types, services, and disposal fees. The State reserves the right to adjust participating locations and quantities throughout the agreement term, and contractors must provide diversion reports with weight tickets demonstrating compliance with California Green Building Standards Code requirements.
