About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for a Master Agreement to provide Emergency Generator Maintenance, Inspection and Repair Services across seven state prison facilities. The Invitation for Bid (IFB) C5612610-D seeks a contractor to perform comprehensive generator services, including annual and quarterly maintenance, load bank testing, normal and emergency repairs, and potential loaner generator provisions for generators ranging from 10KW to 2000KW. Qualified contractors must possess a valid C-10 Electrical Contractor license and have at least two service technicians who are Certified Electricians or hold C-10 licenses. Key performance requirements include emergency repair response within one hour and on-site presence within four hours, with normal business hour repairs requiring a 24-hour response window. Bid submissions are due March 18, 2025, at 11:00 AM, with a public bid opening scheduled for March 20, 2025, at 2:00 PM. Optional facility walk-throughs are planned between March 3-5, 2025, at the participating institutions, which include California Correctional Institution, California Institution for Men, California Institution for Women, California Rehabilitation Center, Chuckawalla Valley State Prison, Ironwood State Prison, and Pelican Bay State Prison.
The procurement includes a mandatory 3% Disabled Veteran Business Enterprise (DVBE) participation goal for bids exceeding $15,000, with an additional DVBE incentive program available. Contractors may bid on one or more locations but must provide rates for all items within selected locations. The state reserves the right to increase or decrease service quantities and augment the Master Agreement amount by 25-100% of the total bid amount. Each facility has an estimated parts/generator replacement allocation of $500,000 for the contract term, which will run through June 30, 2026. Contractors can potentially receive a discount incentive of at least one percent (minimum $50) for invoices paid within 30 days. The compensation structure involves monthly payments in arrears, with rates specified in Exhibit B-1 covering all labor, travel, materials, permits, licenses, and associated expenses. Bidders must submit complete pricing, with blank cells potentially resulting in bid rejection and $0.00 entries interpreted as no-cost services to the state.
