About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) has issued an Invitation for Bid (IFB) C5612562-D for Temporary Relief Water Distribution System/Water Treatment Plant Operator/Supervisor Services across three state regions: Northern, Central, and Southern California. The procurement seeks qualified contractors to provide temporary relief operators and supervisors for water distribution and treatment plant systems at various CDCR correctional facilities, with operators required to hold State Water Resources Control Board certifications ranging from Grade T1-T4 and D1-D4. Bidders may submit proposals for one or more regions, with services including water quality testing, system maintenance, regulatory compliance, SCADA system operation, and comprehensive operational oversight. The contract term spans from July 1, 2025, through May 31, 2028, with an estimated 3,300 annual hours per position. Key submission deadlines include a bid due date of January 14, 2025, at 11:00 AM, with a public bid opening scheduled for January 16, 2025, at 2:00 PM. Evaluation criteria include pricing, small business/disabled veteran business enterprise (DVBE) participation, and compliance with required certifications and operational standards.
The procurement includes several set-aside and preference provisions to support small and disadvantaged businesses, offering a 5% bid preference for certified Small Business/Micro Business enterprises (up to $50,000) and a DVBE incentive ranging from 1-5% based on participation levels. Contractors must maintain appropriate state-level certifications throughout the contract term and provide personnel capable of responding to service requests within 24 hours, including weekends and holidays, with emergency call-out response required within 4 hours. Emergency call-out services will be compensated at 150% of the base hourly rate. The Master Agreement allows CDCR to augment the contract amount by 25-100% of the total bid amount, though no minimum service guarantee is provided. Hourly rates will vary based on operator certification levels, with pricing inclusive of all labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, and associated fees. Contractors will be compensated according to the rate sheet in Exhibit B-1, with a potential 1% discount for invoices paid within 30 days.
