About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor to provide Vehicle Detailing and Sanitation Services for Salinas Valley State Prison (SVSP) through an Invitation for Bid (IFB) issued on March 4, 2025. The procurement covers comprehensive vehicle cleaning services for approximately 40 state vehicles, including 2 sedans, 1 SUV, 29 transit vans, 7 wheelchair transit vans, and 1 ambulance. Service requirements include exterior washing, tire and rim cleaning, interior sterilization of biohazards, compressed air cleaning, vacuuming, deodorizing, and conditioning of interior surfaces. Bids are due by March 31, 2025, at 11:00 AM, with a public bid opening scheduled for April 1, 2025, at 2:00 PM. The contract will be awarded to the lowest responsible bidder meeting all requirements, with services commencing upon approval and continuing through June 30, 2027. Key evaluation criteria include compliance with detailed service specifications, pricing per vehicle type for various service levels, and the ability to provide mobile detailing services using the contractor's own water supply and electrical power at the SVSP main parking lot.
The procurement includes specific set-aside designations and preferences for small businesses and disabled veteran business enterprises (DVBE), with a 25% small business participation goal and DVBE incentives ranging from 1-5%. Contractors must provide comprehensive insurance coverage, including $1 million in commercial general liability, automobile liability, and pollution liability ($1 million per incident, $2 million aggregate), as well as workers' compensation coverage. Bidders are required to submit rates for different service categories, with zero-dollar bids interpreted as no-cost service to the state. A payment discount option allows for a minimum 1% discount or $50.00 for invoices paid within 30 days, which may serve as a tiebreaker in case of equal bids. While no specific incumbent vendor is mentioned, the contract allows for potential quantity modifications, and all listed vehicle quantities are considered estimates. The detailed rate sheet provides a comprehensive pricing structure that will form the basis for contract award, with the expectation that the contractor will provide all necessary labor, travel, materials, tools, equipment, insurances, licenses, and permits to complete the specified services.
