About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a Master Agreement for Water Well and Pump Maintenance, Inspection, and Repair Services across 21 correctional facilities, including prisons, conservation camps, and youth correctional facilities. This solicitation (Contract ID: C5612523-D) is a comprehensive procurement for specialized water infrastructure maintenance services, covering both potable and non-potable water wells. The contract requires contractors to provide full-service maintenance including annual inspections, video inspections, repair work, emergency services, and parts replacement. Contractors must submit comprehensive pricing that includes all associated costs such as labor, transportation, materials, equipment, permits, licenses, taxes, and shipping charges. The proposal is due on March 4, 2025, with contractors required to complete pricing for all or selected locations from the provided list. The rate sheet includes detailed service categories with specific pricing requirements for regular maintenance, video inspections, repair work during normal and after-hours, and emergency services.
The solicitation does not explicitly mention specific set-aside designations or restrictions for disadvantaged enterprises. The contract allows for partial bidding, enabling contractors to bid on selected locations rather than mandating full coverage of all 21 facilities. Each facility has a designated parts allowance ranging from $15,000 to $200,000, with the CDCR reserving the right to augment the agreement amount by 25-100% of the total bid amount. Contractors will be incentivized with a minimum 1% discount for invoices paid within 30 days, with a minimum discount of $50.00. In the event of tied bids, the selection will favor the lowest responsible bid with the highest discount. While specific budget ranges are not definitively stated, the comprehensive nature of the service requirements and the wide geographic coverage suggest a potentially significant contract value that would be attractive to specialized water infrastructure maintenance firms with substantial operational capabilities.
