About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is soliciting bids for a Master Agreement for Construction Equipment Rental Services through Invitation for Bid (IFB) C5612475-D. The procurement seeks comprehensive equipment rental services across three geographic regions, covering 185 different types of construction equipment including air compressors, backhoes, cranes, dozers, excavators, forklifts, generators, loaders, and specialized construction machinery. Bidders must provide detailed rate sheets with pricing for daily (24-hour), weekly (7-day), and monthly (28-day) rental periods, along with pickup and delivery charges. Contractors will be responsible for providing all associated labor, transportation, materials, tools, permits, licenses, and incidental expenses necessary to support CDCR facility maintenance and construction needs. Key submission deadlines include letters of inquiry due December 30, 2024, with electronic bid submissions required by January 14, 2025, at 11:00 a.m., and a public bid opening scheduled for January 16, 2025, at 2:00 p.m. The contract term is set for three years, from April 1, 2025, through March 31, 2028, with CDCR estimating that only 60% of line items will be utilized during this period.

The solicitation includes provisions for small business and disabled veteran business enterprise (DVBE) participation, with a 5% small business preference up to $50,000 and a DVBE incentive ranging from 1-5%. Bidders may submit proposals for one or more regions but must provide rates for all items within each region they choose. CDCR reserves the right to augment the Master Agreement by 25-100% of the total bid amount, providing flexibility in contract execution. Contractors must maintain all necessary licenses, permits, and certifications throughout the contract term. The agency will offer a tiebreaker mechanism for competing bids, with the lowest responsible bidder offering the highest invoice payment discount (minimum 0.5% and $50) prevailing. While no specific budget range is explicitly stated, the multi-regional scope and extensive equipment list suggest a potentially substantial contract value. Bidders are encouraged to submit both printed and electronic (CD/diskette) versions of their rate sheets, with USB flash drives no longer accepted for bid submission.
