About this opportunity

The California Department of Corrections and Rehabilitation (CDCR) is seeking a Master Agreement for High Voltage Equipment Maintenance and Repair Services through Bid Number C5612448-D, Rebid 3. The procurement covers comprehensive electrical maintenance services for eight correctional facilities, including California Correctional Institution, California Men's Colony, California Medical Facility, and others. Contractors will be responsible for preventative maintenance, inspection, testing, and repair of high voltage electrical infrastructure such as switchgear, vacuum switches, circuit breakers, transformers, and automatic transfer switches. The contract requires bidders to provide detailed hourly rates for services, with three service cycles planned during the contract term. Bidders must submit complete rate information for each facility, with the potential for bid rejection if rate sheets are incomplete. The solicitation allows contractors to bid on one or more locations, with a requirement to meet prevailing wage determinations from the California Department of Industrial Relations. The bid is posted on July 1, 2025, with proposals due by July 30, 2025.

The procurement does not explicitly specify set-aside designations or restrictions for disadvantaged enterprises based on the available documentation. Contractors will be compensated according to the rates specified in Exhibit B-1, which includes comprehensive coverage for labor, personnel, transportation, materials, supplies, tools, equipment, permits, licenses, taxes, and associated expenses. Each facility has allocated budgets ranging from $50,000 to $100,000 for parts and $30,000 for equipment rentals, with an additional 25% allocation for as-needed services. Bidders can offer a discount of at least 1% for invoices paid within 30 days, with a minimum discount of $50. In the event of tied bids, the selection will prioritize the lowest responsible bid with the highest discount, and if discounts are also equal, a public coin toss will determine the winner. While specific award value ranges are not explicitly stated, the comprehensive nature of the services and the multiple facility coverage suggests a potentially significant contract value for the selected contractor(s).
