About this file
This is a Rate Sheet for High Voltage Equipment Maintenance and Repair Services issued by the California Department of Corrections and Rehabilitation (CDCR) for Bid Number C5612448-D, Rebid 3. The document covers preventative maintenance, inspection, testing, and repair services for high voltage electrical equipment across eight correctional facilities: California Correctional Institution (CCI), California Men's Colony (CMC), California Medical Facility (CMF), California State Prison Los Angeles County (LAC), Pelican Bay State Prison (PBSP), Richard J. Donovan Correctional Facility (RJD), Herman G. Stark Youth Correctional Facility (HGS), and Ventura Youth Correctional Facility (VYCF). The bid allows contractors to bid on one or more locations, with detailed rate sheets for switchgear, vacuum switches, circuit breakers, transformers, automatic transfer switches, and other electrical infrastructure components. Each facility has an estimated number of services and quantities for various electrical maintenance tasks, with services to be performed three times during the contract term.
The pricing structure includes three sections for each facility: preventative maintenance/inspection/testing services, repairs, and other costs. Each location has a budget for parts ($50,000-$100,000) and equipment rentals ($30,000), with an additional 25% allocation for as-needed services. Bidders must provide rates for all items within a location, with blank or zero-dollar cells potentially leading to bid rejection. The contract requires hourly rates to meet minimum prevailing wage determinations by the California Department of Industrial Relations. Contractors may offer a discount of at least 1% for invoices paid within 30 days, with a minimum discount of $50. In case of tied bids, the lowest responsible bid with the highest discount will prevail, and if discounts are also tied, a public coin toss will determine the winner.

Rate Sheet
HIGH VOLTAGE EQUIPMENT MAINTENANCE AND REPAIR SERVICES
Electronic bid packages include an Excel version of this Rate Sheet (Exhibit B-1) in addition to the PDF file in order to assist bidders in computing accurate totals. Bidders should download the Excel version and complete ALL highlighted cells.
The Contractor will be compensated for services performed in accordance with the rates specified on the Exhibit B-1, Rate Sheet which shall include all labor, personnel, transportation (including travel, per diem, fuel, and mileage), materials, supplies, tools, any necessary equipment, permits, licenses, taxes, fees, shipping/freight charges, and every other item of expense necessary (unless otherwise specified herein) to provide all identified services.
Bidders may bid on one or more locations. Bidders are not required to bid on all locations; however, bidders must include a rate for all items within that location. Failure to indicate a dollar amount (blank cell) on any item may be grounds to reject the entire bid for that location. A zero dollar amount ($0.00 or $ -) listed for any and/or all items shall be interpreted and understood by the State to mean that the bidder will perform any such services at NO COST to the State.
Any and all services performed outside the scope of this Agreement shall be at the sole risk and expense of the Contractor. All prices and notations must be printed in ink or typewritten. All prices must be bid in U.S. currency and shall encompass every item of expense necessary to perform the services.
Quantities and services listed on the Exhibit B-1, Rate Sheet are the State's estimates only and are offered as a basis for the comparison of bids. The State does not expressly or by implication agree that the actual amount of work will correspond therewith and reserves the right to increase/omit portions of the work as may be deemed necessary or advisable by the State.
Hourly rates must meet minimum prevailing wage determination made by the Director of the California Department of Industrial Relations.
Each participating location’s total basis of award includes a Rate Sheet line item totaling 25% of the sum of the bidder’s service rate(s) to allow for additional as-needed, unforeseeable services. As-needed services will be payable at the applicable service rate(s) on the Exhibit B-1, Rate Sheet.
All CDCR estimated quantities and Contractor provided rates are for the entire term of this agreement.
Contractor may offer a discount on invoices paid within thirty (30) days of receipt. Discount offered must be at least one percent and a minimum of $50.00.
Discount offered on invoices paid within 30 days of receipt =
In the event of a tie, absent other determining factors, the lowest responsible bid with the highest discount shall prevail. IF the highest discounts also tie, the awarded bidder shall be determined by a public coin toss.
| There are no guarantees that any services will be requested from this agreement. | ||||||||
