About this opportunity
The California Department of Corrections and Rehabilitation (CDCR) is seeking a contractor for Low Level Radioactive Waste Removal and Disposal Service of H3 Exit Signs at Avenal State Prison, located at 1 Kings Way in Avenal, CA. The procurement involves the removal and disposal of 73 ready-detached Self Luminous H3 Exit signs with internal tritium gas light sources, plus 6 broken signs, totaling 79 units. Key deliverables include completing a Bill of Lading via UPS/FedEx, transporting packaged waste to the State Recycling Board in North Carolina, providing written proof of disposal within one week, and submitting annual reporting to the Radiologic Health Branch. Bidders must possess an EPA identification number, California Highway Patrol rating, DMV Motor Carrier Permit, and Department of Toxic Substance Control hazardous waste registration certification. The bid is due February 18, 2025, by 11:00 AM, with a virtual public bid opening on February 19, 2025, at 2:00 PM, and questions are due by February 6, 2025. The contract will run through June 30, 2025, with the award going to the lowest responsible bidder meeting all requirements.
The procurement includes Small Business and Disabled Veteran Business Enterprise (DVBE) considerations, offering a Small Business preference of 5% up to $50,000 and a DVBE incentive of 1-5% based on participation level. While the solicitation is exempt from DVBE requirements, it encourages voluntary DVBE participation. Contractors must provide all necessary labor, materials, supplies, tools, equipment, licenses, permits, insurance, and personnel to complete the services. The rate sheet allows for pricing that includes travel time and per diem, with a payment discount option for invoices paid within 30 days (minimum 1% discount of at least $50.00). This discount percentage may serve as a tiebreaker for identical bids. Subcontractors must provide notification letters to both the Nuclear Regulatory Commission and Radiologic Health Branch of California regarding proper disposal through a licensed company. The contract does not specify a precise budget range, but bidders will be required to submit comprehensive pricing for the disposal of the 79 exit signs.
