About this opportunity

Colorado Parks and Wildlife is requesting proposals for Construction Manager/General Contractor preconstruction services for the Spring Creek Dam Rehabilitation Project under RFP PMAA 2026*0020, with proposals due June 15, 2026 at 10:00 a.m. MDT. A mandatory pre-proposal site visit is scheduled for May 20, 2026 at 1:00 p.m. at Spring Creek Dam; written clarification requests are due May 25, 2026. This is a fully public solicitation with no prequalification requirement.

Spring Creek Dam is a 570-foot-long, 53-foot-high embankment dam located in the Grand Mesa, Uncompahgre, and Gunnison National Forest in west-central Colorado, classified as High Hazard. The dam has experienced significant seepage since 1961 construction and concrete spillway deterioration requiring comprehensive rehabilitation. The CM/GC delivery method was selected to address project complexity: the site sits at nearly 10,000 feet elevation in a remote location with a short construction season, narrow mountainous access roads subject to heavy recreational use, confined workspace, water management challenges from natural springs and watershed runoff, and coordination requirements with the U.S. Forest Service.

The contractor will serve as advisor during preconstruction (September 2026 through May 2027), providing input on constructability, cost estimating, risk assessment and mitigation, value engineering, and construction phasing in collaboration with the design consultant (HDR, Inc.), an independent cost estimator, and CPW. After 90 percent design completion, the contractor submits a Construction Agreed Price proposal for CPW negotiation; if rejected, CPW may release the project to public bidding.

CPW will pay the selected contractor a lump sum of $130,000 to $150,000 for Phase 2 preconstruction services, with monthly payments based on percent complete. The Fixed Limit of Construction Cost for construction (May/June 2027 through October 2028) is estimated between $8.0 million and $10.0 million. The contractor must perform at least 90% of preconstruction work and 75% of construction work with its own staff, excluding specialized services. Insurance requirements include workers' compensation, general liability ($1 million each occurrence), and automobile liability ($1 million combined); construction phase adds pollution liability ($1 million each occurrence / $2 million aggregate). The project is subject to prevailing wage, Davis-Bacon wage laws (if federal cost-sharing applies), Build America Buy America Act, and Buy Clean Colorado Act requirements. Shortlisted firms will be notified by July 6, 2026; interviews are scheduled for July 9–10, 2026, with notice of award recommendation July 14, 2026, and contract execution targeted for mid-August 2026. Amendment #2 Q&A clarified bridge weight restrictions and access route load ratings along multiple routes to the site and confirmed that the Example Risk Register and high-level schedule must appear in the main proposal body and count toward the page limit.
