About this opportunity
Colorado Parks and Wildlife (CPW) is procuring Construction Manager/General Contractor (CM/GC) preconstruction phase services for the Spring Creek Dam Rehabilitation Project located in the Grand Mesa, Uncompahgre, and Gunnison National Forest in west-central Colorado. The project involves comprehensive rehabilitation of a 570-foot-long, 53-foot-high earthfill embankment dam constructed in 1961 that serves as a high-hazard structure with extreme hydrologic hazard classification. Key deliverables and scope elements include water care and diversion, demolition of the existing concrete spillway, construction of a new concrete spillway with labyrinth control section, installation of filter buttress and drain systems, riprap placement for erosion protection, filter blanket installation on the downstream face, site clearing and revegetation, access road improvements, and installation of monitoring instrumentation. The selected contractor will serve in an advisory capacity during the preconstruction phase, providing expertise in cost estimating, risk assessment and mitigation, value engineering, constructability reviews, and construction phasing, with the option to transition to general contractor during the construction phase pending satisfactory delivery and negotiation of a Construction Agreed Price (CAP). Required qualifications include minimum experience with complex rehabilitation projects, dam-specific or heavy civil construction, dewatering system expertise, controlled excavation in earthfill embankments, structural concrete placement in remote high-elevation sites, and public impact mitigation in environmentally sensitive areas. Key personnel requirements include a project manager, cost estimator, superintendent, project engineer, and up to three additional subject matter experts, with the contractor obligated to perform at least 90 percent of preconstruction Phase 2 work with its own staff, excluding specialized services. A mandatory pre-proposal site meeting is scheduled for May 20, 2026, at 1:00 PM MDT; written clarification requests are due May 25, 2026, at 5:00 PM MDT with responses posted May 29, 2026; proposals must be submitted by June 15, 2026, at 10:00 AM MDT, followed by a public proposal opening at 12:00 PM MDT; shortlisted proposers will be notified by July 6, 2026; interviews are scheduled for July 9-10, 2026; notice of award recommendation is targeted for July 14, 2026; and contract execution is anticipated for mid-August 2026.
The RFP does not specify set-aside designations or restrictions limiting participation to particular types of organizations such as disadvantaged enterprises or minority-owned businesses. No incumbent vendors or current contractors are identified in the available procurement documents. The project is subject to state and federal compliance requirements including prevailing wage requirements, Davis-Bacon wage law, Build America Buy America Act compliance, and the Buy Clean Colorado Act standards for embodied carbon emissions on eligible materials. Required insurance includes workers' compensation, general liability with $1,000,000 per occurrence limits, automobile liability with $1,000,000 combined single limit, and pollution liability of $1,000,000 each occurrence for construction phase work. The preconstruction phase compensation is structured as a lump sum award between $130,000 and $150,000, paid monthly based on percent complete and CPW approval, with the preconstruction phase scheduled to run from September 2026 through May 2027. The Fixed Limit of Construction Cost for the subsequent construction phase is estimated between $8.0 million and $10.0 million, subject to refinement during preconstruction through value engineering evaluations and design innovations identified during the preconstruction phase, with construction execution anticipated from May/June 2027 through October 2028, targeting substantial completion in fall 2028.
