About this opportunity
Grover Hot Springs State Park is soliciting bids under solicitation C26863029 to rebuild its maintenance yard in Alpine County, California, with bids due November 12, 2026 and mandatory job showing required. The procurement carries a Disabled Veteran Business Enterprise (DVBE) participation goal of 6%, and the source states that failure to fulfill the DVBE requirement renders a bid non-responsive. Bidders exceeding 6% receive an evaluation incentive under the DVBE forms beginning with DPR 479IP. A 5% Small Business Preference applies to properly certified small businesses that submit a completed STD 811 Form with the bid.
The scope is to furnish and install a pre-engineered pump house and a stick-framed dormitory, along with site utilities and pavement. Public works registration under the SB 854 program is required: no contractor or subcontractor may be listed on a bid proposal unless registered with the Department of Industrial Relations under Labor Code section 1725.5, subject to the limited bid-stage exceptions in Labor Code section 1771.1(a).
Questions must be emailed to merrilee.byrnes@parks.ca.gov no later than 2 p.m., seven calendar days before the bid opening date. Answers will be issued by addendum on the solicitation website, and bidders bear responsibility for downloading addenda. The bid package, including specifications, plans, and forms, is available for download from the same site. The Notice to Contractors in the Project Manual sets out the job showing requirement.
