About this opportunity
The California Department of Parks and Recreation is requesting bids for Phase 3 Interim Improvements at Dos Rios Ranch State Park in Stanislaus County, with bids due October 16, 2026 at 2:00 p.m. via email. A mandatory job showing is required, and a 6% Disabled Veteran Business Enterprise (DVBE) participation threshold applies — failure to meet this minimum renders the bid non-responsive.
The scope includes installation of a courtesy fishing dock and pier, plus concrete accessible park pathways connecting to both structures. Work must be completed within 120 calendar days from written notice to commence, including an initial 10-day mobilization period. The contract uses lump-sum pricing with no identified contract term or renewal options.
A 5% Small Business Preference is available to properly certified small businesses that submit a completed STD 811 form with the proposal. An incentive structure for DVBE participation exceeding the 6% minimum applies for evaluation purposes, with potential incentive amounts up to $100,000 using a tiered percentage system. Public Works Contractor Registration Program (SB 854) compliance is mandatory — no contractor or subcontractor may be listed on the bid proposal unless registered with the Department of Industrial Relations under Labor Code section 1725.5, with limited exceptions for bid purposes only.
Questions must be submitted to merrilee.byrnes@parks.ca.gov no later than 2:00 p.m., seven calendar days prior to bid opening. Answers will be provided by addendum on the State's website, and bidders are responsible for downloading all addenda. Bidders must submit extensive supporting documentation: Public Works Bid Form (DPR 482B), DVBE declarations, Small Business certifications, non-collusion affidavits, bidder's bonds at 10% of the total bid amount, and compliance certifications addressing labor law, artificial intelligence disclosure, civil rights, and Darfur Contracting Act requirements. All subcontractors performing work exceeding one-half of one percent of the general contractor's bid must be listed with license numbers and scope of work.
