DOS RIOS RANCH SP Phase 3 Interim Improvements - Bid Forms Summary
This is a public works bid form package issued by the California Department of Parks and Recreation (Natural Resources Agency) for the DOS RIOS RANCH State Park Phase 3 Interim Improvements project located in Stanislaus County, California (Bid Number: C26863017). The project scope includes installation of a courtesy fishing dock and pier, along with concrete accessible park pathways connecting to both structures at the designated state park facility. The bidder must complete all work within 120 calendar days from the date of written notice to commence work, which includes an initial 10-day mobilization period. Bids are due on Friday, October 16, 2026, at 2:00 PM via email submission to DPR.PWBids@parks.ca.gov. The bid package requires numerous supporting documents and certifications to be submitted alongside the base bid proposal.
The contract utilizes a lump sum pricing model with no identified contract term or renewal options specified in this forms package. A mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement of 6% of the total bid amount applies to all bidders, with failure to meet this threshold rendering a bid non-responsive. The DVBE Incentive Program provides evaluation advantages to bidders exceeding the 6% participation threshold, with potential incentive amounts up to a $100,000 cap applied using a tiered percentage system based on certified DVBE participation levels. Bidders must submit extensive documentation including the Public Works Bid Form (DPR 482B), DVBE declarations, Small Business certifications, non-collusion affidavits, bidder's bonds (10% of total bid), and various compliance certifications addressing labor law compliance, artificial intelligence disclosure, civil rights certification, and Darfur Contracting Act requirements. All subcontractors performing work exceeding one-half of one percent of the general contractor's bid must be listed with their license numbers and scope of work.
