About this opportunity
The California Department of Parks and Recreation is requesting bids to upgrade Reservoir #3 Water Treatment Plant at Hearst San Simeon State Historic Monument in San Luis Obispo County, with bids due October 23, 2026 at 2:00 p.m. and a mandatory job showing on October 8, 2026 at 1:00 p.m. at Hearst Castle Visitor Center. A 6% Disabled Veteran Business Enterprise (DVBE) participation requirement is mandatory; failure to meet it renders the bid non-responsive. An additional 5% small-business preference applies to certified California small businesses or non-certified businesses proposing 25% subcontractor participation with certified small businesses.
The scope encompasses procurement and installation of six Wall Spring membrane filtration system units with supporting mechanical, electrical, and structural components including booster pump, variable frequency drive, water quality analyzers, air compressors, control panels, instrumentation, tubing, and piping. Work includes demolition of existing booster pump and piping, trenching and plumbing to discharge potable water into the existing clearwell, integration of new filtration units with the existing system, and PLC and operator interface terminal programming. The site is accessed through and surrounded by a working ranch; contractors must maintain gate security and confine all construction activities to designated areas, with full restoration of disturbed surfaces. Compliance with current California codes—Title 19 CCR, 2025 Building Code, Electrical Code, Mechanical Code, Plumbing Code, Energy Code, and Green Building Standards—and The Secretary of the Interior's Standards for the Treatment of Historic Properties is required. A contractor or subcontractor classification A or B engineer's license is required.
The engineer's estimate is $500,000 to $900,000. The contract term is 485 calendar days from Notice to Proceed, with actual work performance of 120 calendar days from the formal start date and ten calendar days allowed for mobilization. Questions must be submitted by email to merrilee.byrnes@parks.ca.gov no later than 2:00 p.m. seven calendar days before bid opening. Public Works Contractor Registration Program (SB 854) compliance, prevailing wage rates under California Labor Code sections 1770, 1773, and 1773.1, a 10% bid bond for bids exceeding $5,000, and payment and performance bonds are required. Bids are awarded to the lowest responsive and responsible bidder.
