About this opportunity

The California Department of Parks and Recreation is soliciting bids for enhancement of Villa Creek Estuary at Estero Bluffs State Park in San Luis Obispo County, with bids due July 7, 2026 and a mandatory job showing on June 23, 2026 for prime contractors who did not attend the prior April 23 showing. A minimum 6% Disabled Veteran Business Enterprise (DVBE) participation is mandatory — failure to meet this requirement renders the bid non-responsive — with an incentive program offering additional evaluation credit for bidders exceeding 6%, capped at $100,000 combined with Small Business Preference incentives. A 5% Small Business Preference applies to properly certified small businesses submitting a completed STD 811 Form, with a maximum preference cap of $50,000.

The scope encompasses estuary inundation enhancement, backwater wetland creation, and pond reconnection across approximately 3.0 acres, including 14,616 cubic yards of earthwork cut, placement of 20 tons of ballast rock (1- to 3-ton stones), installation of 7 large wood pieces, and offsite export of 14,616 cubic yards of soil. The contractor must submit and maintain a Stormwater Pollution Prevention Plan, manage temporary erosion control, coordinate with biological monitoring staff (provided by the State), and obtain certifications from the U.S. Army Corps of Engineers, California Department of Fish and Wildlife, Regional Water Quality Control Board, U.S. Fish and Wildlife Service, and National Marine Fisheries Service. A Class A Engineer's License is required. Construction work and demobilization are restricted to October 1 through February 28. The contract term is 455 calendar days from Notice to Proceed, with a 90-calendar-day work performance period.

The engineer's estimate is $1.05 million to $1.55 million. Questions are due 2 p.m., seven calendar days before bid opening. A 10% bidder's bond is required for bids exceeding $5,000. All contractors and subcontractors must register with the Department of Industrial Relations pursuant to Labor Code section 1725.5. Prevailing wage rates apply under California Labor Code sections 1770, 1773, and 1773.1. Performance and payment bonds are required.
