About this opportunity
The California Department of Parks and Recreation is soliciting sealed bids for Invitation for Bid (IFB) C25950011 to install 12 steel-framed shade ramadas with associated concrete tables at the Bernasconi Day Use Area within Lake Perris State Recreation Area in Riverside County. The procurement requires all labor, materials, tools, and equipment necessary for the installation project, with work performed in compliance with the 2025 California Building Standards Codes and applicable industry standards from the American Concrete Institute, American Institute of Steel Construction, and ASTM International. The project specifications call for 12' x 12' steel shade ramadas designed as Type II-B construction with hot-dipped galvanized steel members, metal deck roofing, and concrete foundations to accommodate up to 10 occupants per structure. A Class B contractor license is mandatory for award, and all contractors and subcontractors must be registered with the Department of Industrial Relations per Labor Code Section 1725.5. Bidders must submit a completed California Public Contract Code Section 10162 Questionnaire if bids exceed $147,000. A mandatory job showing is scheduled for 9:00 a.m. on Friday, April 3, 2026, at the Lake Perris SRA Sector Office, and failure to attend renders bidders ineligible for award. Sealed bids are due at 2:00 p.m. on Wednesday, April 15, 2026, submitted to the Department of Parks and Recreation at 17801 Lake Perris Drive, Building B, Perris, California 92571. Questions regarding discrepancies, omissions, ambiguities, or conflicts in contract documents must be submitted by email to ismael.carrillo@parks.ca.gov no later than 2:00 p.m., seven calendar days prior to the bid opening date, with answers provided by addendum on the project website. The contract term is 485 calendar days from the Notice to Proceed, with an actual work performance period of 120 calendar days.
This procurement includes mandatory Disabled Veteran Business Enterprise (DVBE) participation at a minimum of 6%, with failure to meet this requirement rendering bids non-responsive; however, bidders exceeding the 6% DVBE participation threshold are eligible for evaluation incentives of up to $100,000 combined with other preferences. A 5% Small Business (SB) Preference is available to California-certified small businesses submitting a completed STD 811 Form with their bid proposal, or alternatively, non-certified businesses may claim a 5% preference by committing to 25% subcontracting with certified SB/MB firms. Bidder's bonds equal to 10% of the bid amount are required for bids exceeding $250,000, and performance and payment bonds are mandatory for all contracts exceeding $5,000. Liquidated damages are assessed at $1,000 per calendar day for delays beyond the contract completion date, and 5% retainage is held from each progress payment until final completion. The Engineer's Estimate for this project is $163,648, establishing the anticipated budget range for evaluation purposes. No incumbent vendors or current contractors are identified in the bid package, and no existing infrastructure or technology integration requirements are specified beyond compliance with the design drawings and specifications prepared by RCP Shelters, Inc.
