About this opportunity

The California Department of Parks and Recreation, Inland Empire District, has issued an Invitation for Bid (IFB) No. C25950003 for the Bannister House Repaint Project at California Citrus State Historic Park in Riverside County. The procurement seeks a contractor to repair and repaint the exterior of the Middle-Class Grower's Home, which involves furnishing all labor, tools, materials, and equipment necessary for comprehensive restoration. Specific requirements include replacing rotted or damaged wood, preparing surfaces, and applying a minimum of two coats of oil-based primer and paint matching existing colors on siding, eaves, fascia, windows, doors, and front entrance deck. A mandatory pre-bid conference is scheduled for Tuesday, January 27, 2026, at 9:00 AM, with written questions due by Friday, January 9, 2026. Bid submissions are required by 2:00 PM on Friday, February 13, 2026, at 17801 Lake Perris Drive in Perris, California, with bids to be submitted via U.S. Mail or electronically to Ismael Carrillo. The project has a 10-calendar day duration, with the proposed start date contingent upon Department of Parks and Recreation headquarters' approval.

The procurement allows for small business participation, offering a 5% preference for California-certified small businesses or firms subcontracting at least 25% to certified small or microbusinesses. While the Disabled Veteran Business Enterprise (DVBE) Participation Requirement has been waived, the DVBE Incentive remains applicable, potentially providing competitive advantages to certified DVBE subcontractors. The estimated project budget is $25,000, to be awarded as a lump sum contract. Payment and Performance Bonds equal to 100% of the contract sum are required for contracts exceeding $5,000, and prevailing wage rates will apply. Contractors must be registered with the Department of Labor Relations, and bids must remain valid for 120 calendar days after the opening bid date. The contract will be governed by the State's Standard Agreement, with liquidated damages assessed at $250 per calendar day for delays beyond the stipulated contract time. Bidders are required to submit 2-4 color samples for departmental approval and will be responsible for complete cleanup and debris removal upon project completion.
