About this opportunity
The California Department of Parks and Recreation is issuing an Invitation for Bid (IFB) for the removal and replacement of seven coiling service doors at two facilities in San Diego County: five manually operated doors at the South Carlsbad State Beach Utility Building (7489 Carlsbad Boulevard, Carlsbad, CA 92008) and two motor-operated doors at the North Sector Office (2680 Carlsbad Boulevard, Carlsbad, CA 92008). This public works project requires contractors to provide all labor, supervision, tools, materials, equipment, transportation, and incidentals necessary to deliver fully functional, secure, and weather-resistant installations suitable for coastal and marine environments, including removal and legal disposal of existing doors, furnishing and installation of new galvanized structural steel doors with powder-coated finishes, frames, guides, brackets, motors (for motor-operated doors), controls, wiring, and safety devices. All work must comply with applicable codes, manufacturer requirements, and industry standards, with proper alignment, balancing, functionality testing, and complete worksite cleanup required. Contractors must hold California contractor licensing classification C-61/D-28 (Doors, Gates and Activating Devices) and comply with prevailing wage requirements under California Labor Code Section 1770. Electronic bids are due by 2:00 p.m. PST on Tuesday, April 28, 2026, to hawre.faraj@parks.ca.gov, with a mandatory job showing held on Tuesday, April 21, 2026, at 10:00 a.m. at the South Carlsbad State Beach Utility Building, attendance at which is required for bid consideration. The contract term is 365 calendar days from the Notice to Proceed, with physical work to commence within 10 calendar days of the written notice to proceed and all work to be completed within 30 calendar days from the written notice to commence work.
A mandatory 6 percent minimum Disabled Veteran Business Enterprise (DVBE) participation requirement applies, with failure to meet this requirement rendering the bid non-responsive; however, a DVBE incentive program offering up to 5 percent (capped at $100,000) is available for bidders exceeding the minimum participation threshold. A 5 percent small business preference is available to certified small businesses or non-certified firms subcontracting 25 percent of the contract amount to certified small or microbusinesses, not to exceed $50,000. Contractors must comply with nondiscrimination requirements, drug-free workplace standards, and provide payee data records (STD 204 and STD 205) before payment processing; a bidder's bond equal to 10 percent of the bid amount is required for contracts exceeding $250,000. The engineer's estimate for the project is $70,000, with payment provisions including 5 percent retention from progress payments and final payment upon satisfactory completion of work. The State reserves the right to reject any or all bids and will award the contract to the lowest responsible bidder meeting all prescribed requirements. Project inquiries should be directed to Creston Adams (creston.adams@parks.ca.gov), and contract-related questions to Hawre Faraj (hawre.faraj@parks.ca.gov).
