About this opportunity

The State of California Department of Parks and Recreation (DPR) is procuring construction services for the New Stokes Creek Bridge project at Malibu Creek State Park in Los Angeles County. This public works project involves replacing an existing undersized culvert with a 70-foot clear span weathered steel bridge to restore a secondary fire escape route in case of emergency, reduce disruption to park campers, and restore Stokes Creek to its natural configuration. The bridge will be 16 feet wide and include pedestrian and bicycle accommodations, with construction featuring drilled concrete caissons for abutments, four W36X stringers, reinforced concrete decking, shoring walls with soldier piles and lagging, and ADA-compliant guardrails. Qualified bidders must possess a valid California general contractor A license and demonstrate prior experience with modular bridge installation or drilled concrete pier work on public works projects exceeding $250,000 in contract value completed within the past ten years. The project will be awarded using the low price method with evaluation incentives for DVBE participation. A mandatory job showing is scheduled for 11:30 a.m. on May 28, 2026, at the project site (1925 Las Virgenes Road, Calabasas, CA 91302), with attendance required for all prospective bidders. Questions regarding contract documents must be submitted via email to merrilee.byrnes@parks.ca.gov no later than 2:00 p.m. seven calendar days prior to the bid opening date. Electronic bids must be submitted to DPR.PWBIDS@parks.ca.gov by 2:00 p.m. on June 11, 2026, with answers to discrepancies or ambiguities provided by addendum on the website.

This procurement includes a mandatory 6% Disabled Veteran Business Enterprise (DVBE) participation requirement, with failure to meet this threshold rendering a bid non-responsive; however, bidders exceeding the minimum DVBE participation goal will receive incentive consideration capped at $100,000 for evaluation purposes. A 5% Small Business preference will be granted to properly certified California small businesses that submit a completed STD 811 Form with their bid proposal. All contractors and subcontractors must be registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5. The project requires compliance with prevailing wage requirements under California Labor Code sections 1770-1773.1 and multiple environmental permits including Regional Water Quality Control Board 401 Certification, U.S. Army Corps of Engineers Section 404 Permit, and California Department of Fish and Wildlife notifications. Bidders must submit 10% bidder's security, a Performance Bond equal to 100% of the contract sum, a Payment Bond equal to 100% of the contract sum, and comprehensive insurance coverage including general liability of $1,000,000 per occurrence and pollution liability of $1,000,000. The engineer's estimate for this project ranges from $2,700,000 to $3,300,000, with a contract performance period of 548 calendar days from the formal start work date and a total contract term of 913 calendar days from Notice to Proceed.
