About this opportunity
The California Department of Parks and Recreation, Central Valley District, has issued an Invitation for Bids (IFB) for Refuse & Recycling Services at Dos Rios State Park, covering Stanislaus and Yolo Counties. The contract (C25730002) seeks a contractor to provide weekly refuse disposal services for the Four River Sector, specifically involving the removal of two 6-yard dumpsters located in the base camp area. Bidders are required to conduct a mandatory site inspection prior to submitting their proposal, with the bid due on July 16, 2025, at 1:00 p.m. The contract will commence on August 1, 2025, or upon Department of General Services approval, and will run for approximately one year. Key deliverables include weekly dumpster pickup, with the flexibility to accommodate additional container and pickup services as needed, and maintaining equipment in good to like-new condition. The procurement requires comprehensive documentation, including various state-specific certifications, insurance certificates, and tax records, with contractors expected to comply with prevailing wage requirements and electronic certification reporting.
The solicitation includes specific provisions for small and disadvantaged businesses, notably offering a Small Business Preference that allows certified small businesses a 5% bid preference. While the Disabled Veteran Business Enterprise (DVBE) participation requirement has been waived, there is still an incentive for such businesses. The estimated contract value is $30,000, with potential for additional services beyond the base weekly pickup. Bidders must demonstrate compliance with state workplace conduct regulations and provide appropriate insurance and certification documentation. The contract allows for scaling services, with the state able to request extra pickups or larger equipment like roll-off containers during abnormally busy periods. Prospective contractors should be prepared to provide all necessary labor, tools, and equipment for refuse removal, with a focus on maintaining professional and visually acceptable service standards.
