About this opportunity

The California Department of Parks and Recreation's Off-Highway Motor Vehicle Recreation (OHMVR) Division is seeking a qualified vendor to conduct comprehensive Avian Habitat Monitoring services across nine State Vehicular Recreation Areas (SVRAs). The contract, solicited through Request for Proposal (RFP) C25550015, requires the selected contractor to perform detailed field surveys, data collection, analysis, and interpretation of avian populations to meet Public Resources Code 5090 requirements. Anticipated deliverables include approximately 61 total field survey days annually, with tasks involving comprehensive monitoring, data annotation, technical assistance, and support for autonomous recording unit (ARU) deployment. The evaluation will be based on a combined technical and cost scoring system, with a maximum of 100 technical points and 30 cost points, emphasizing both the quality of the proposed approach and cost-effectiveness. Proposers must submit extensive documentation including detailed cost proposals, references, key personnel information, and various certifications. The RFP was posted on September 24, 2025, with proposal submissions due by October 10, 2025, at 2:00 PM, and questions must be submitted via email to ohmvr.contracts@parks.ca.gov no later than seven business days before the submission deadline.

The contract includes provisions to encourage participation from small businesses and disabled veteran business enterprises (DVBE), with potential preference points and incentives available for qualifying vendors. Travel costs will be reimbursed according to state guidelines, with contractors responsible for initial payment and subsequent reimbursement based on actual expenses and receipts. The contract period is set to commence on February 1, 2026, and will run for three years, with the contractor expected to provide comprehensive avian monitoring services including field surveys, data analysis, training, program evaluations, and ARU support. While the exact total contract value is not explicitly stated, the multi-year engagement and extensive scope suggest a significant investment in ecological monitoring across California's State Vehicular Recreation Areas. Contractors will be required to purchase and manage specialized equipment like autonomous recording units and comply with specific state regulatory requirements, including California Code of Regulations travel expense guidelines. The comprehensive nature of the contract indicates a robust commitment to environmental monitoring and preservation within California's state recreational areas.
