About this opportunity
The California Department of Parks and Recreation is soliciting bids for a shuttle transportation service at Big Basin Redwoods State Park through contract C24715020, located in Santa Cruz County. The primary objective is to minimize vehicular traffic within the park by providing shuttle services between the Saddle Mountain Facility and the former Visitor's Center/Park Headquarters during weekends and state holidays from Memorial Day through Labor Day for three consecutive years (2025-2027). Contractors must provide at least one shuttle vehicle with a minimum 14-passenger capacity, meeting California Air Resources Board emissions standards, with a preference for zero-emission vehicles. Bid evaluation will be comprehensive, allocating 50 points for technical merit, 30 points for required documentation (pass/fail), and 20 points for cost considerations. The bid submission deadline is February 25, 2025, at 2:00 PM Pacific Time, with questions and clarifications accepted until February 17, 2025, at 2:00 PM via email to g.g-miksicek@parks.ca.gov. The contract's anticipated performance period spans from March 1, 2025, to December 31, 2027, with an estimated service of approximately 45 days per year.
While the Disabled Veterans Business Enterprise (DVBE) participation requirement has been waived, DVBE incentives up to 6% are available, and small business preferences up to 5% can be applied. The total estimated contract value is $200,000, with an annual service estimate of $65,000. The shuttle service will be provided free of charge to park visitors with parking reservations, and contractors must meet specific requirements for vehicle maintenance, driver qualifications, safety procedures, and comprehensive operational reporting. No incumbent vendor is mentioned, and the solicitation appears open to a broad range of transportation service providers capable of meeting the technical and operational specifications. The contract includes provisions for potential service period extensions or reductions at the state's discretion, and bidders are expected to demonstrate capability in managing a specialized shuttle service in a sensitive state park environment.
