About this opportunity

The California Department of Parks and Recreation's Gold Fields District is seeking a comprehensive employee scheduling software application service for its Folsom Sector Aquatics Program through Invitation for Bid (IFB) number C24690019. The procurement targets a web and mobile-based software solution that will support approximately 100 users, enabling them to create individual accounts, check schedules, pick up shifts, and request leave time. The contract will span three years, commencing on June 17, 2025, with potential for a one-year extension, and requires 24/7/365 service availability including weekends and holidays. Bids are due electronically by 2 p.m. on March 21, 2025, with a public bid opening conducted via conference call at 1-877-399-7339 using participant code 61796097. The solicitation requires bidders to submit comprehensive documentation including certification forms, compliance declarations, and detailed pricing structures, with an expectation of providing secure, reliable scheduling infrastructure that supports multiple user access levels from basic employee functions to full managerial controls.

The procurement includes several potential set-aside and preference considerations, notably a Small Business and Target Area Contract Preference Act (TACPA) incentive that could provide a 5% preference for certified small businesses. While the Disabled Veteran Business Enterprise (DVBE) participation requirement is currently waived, DVBE incentives remain applicable. The estimated contract value is approximately $15,000, with pricing structured on a per-user basis across the three-year contract period. Bidders must demonstrate compliance with California civil rights laws, provide necessary certifications including the Payee Data Record and Russia Sanctions Certification, and meet state-specific contracting regulations. The software must integrate with existing departmental systems and provide robust security features, telephone and email support, and flexible user management capabilities. Prospective vendors should be prepared to provide a comprehensive solution that meets the Gold Fields District's specific scheduling and operational needs within the Folsom Sector Aquatics Program.
