About this opportunity

The Wisconsin Department of Transportation (WisDOT) is requesting proposals for State Highway 59 reconstruction in Milwaukee, spanning West National Avenue from 27th Street to 1st Street, with proposals due November 10, 2026. The scope encompasses pavement removal, excavation, contaminated soil removal, storm sewer and underground conduit installation, base and aggregate placement, concrete curb-and-gutter and sidewalk construction, concrete and asphalt pavement, signing, pavement marking, street lighting, traffic signals, traffic control, erosion control, and restoration work across Milwaukee County and Mattoon Village.

Work is staged over four construction phases: Stages 1 and 2 in 2027, Stages 3 and 4 in 2028, with ancillary work completion in 2029. Contractors must commence work within 10 calendar days of written notice to proceed. Interim completion deadlines carry liquidated damages of $3,000 to $7,000 per calendar day for delays; State Highway 59 must reopen to one through lane in each direction by October 24, 2027 and October 25, 2028.

The contract includes extensive traffic control requirements, utility coordination with AT&T Local Network, AT&T Wisconsin, We Energies, and other providers (preliminary utility work anticipated 125 working days before construction begins), environmental protections including federally protected bat habitat considerations, and driveway access maintenance for 68 properties along the corridor. Holiday and special-event work restrictions apply.

Bidders must submit proposals electronically via Bid Express or on paper with accompanying diskette/CD-ROM; paper submissions incur an administrative fee of $75. All bids require a proposal guaranty bond. The awardee must provide performance and payment bonds for the full contract amount and maintain an annual bid bond on file with WisDOT.
