About this opportunity

The Wisconsin Department of Transportation is soliciting proposals for pavement, utility, and roadway work on Main Street in Arcadia, Wisconsin, from CTH A to 250 feet west of STH 93, with proposals due December 8, 2026. The solicitation is tagged to Vilas County (FIPS 55125), while the attached special provisions file identifies the City of Arcadia and Trempealeau County as involved parties.

Scope includes pavement milling, HMA pavement, concrete curb and gutter, concrete sidewalk, sanitary sewer, storm sewer, watermain, street lighting, bridge maintenance, erosion control, pavement marking, permanent signing, and incidental items shown on the plans. Special provisions require QMP HMA pavement nuclear density testing, Material Transfer Vehicles during paving, continuous finisher patrol to protect newly placed concrete, and removal and salvage of storm sewer components. Work must comply with the Wisconsin Pollutant Discharge Elimination System Transportation Construction General Permit, and wetlands work falls under Section 404 permit provisions. Workers in contaminated areas require OSHA hazardous waste operations training.

The contractor must coordinate with Arcadia Electric & Sewer, Arcadia Water & Wastewater, CenturyLink, Midwest Natural Gas, Tri-County Communications, and Wisconsin Central Ltd railroad. The railroad requires the contractor to obtain railroad protective liability insurance. The City of Arcadia will accept the sanitary sewer and water main upon completion. Affected businesses include Ashley Furniture and Pilgrams Pride, and public meetings with at least two weeks' notice are required before traffic staging changes. Lane and shoulder closures require a minimum of three business days' notice, and holiday and special event restrictions cover Memorial Day, Independence Day, Ashley for the Arts, and Labor Day.

Potential petroleum-contaminated soil exists at three identified sites, requiring coordination with GEI Consultants, an environmental consultant, and continuous work in those areas. Utility work is scheduled for approximately 20 working days each in April and June.
