About this opportunity
Portage County, Wisconsin is seeking bids for comprehensive pond and fountain maintenance services for its 390-acre Business Park located in Stevens Point. The procurement involves maintaining six ponds with seven total fountains and one stand-alone concrete fountain, with required services including spring and fall fountain start-up and shut-down, weed and vegetation control, algae management, water treatment, debris removal, fountain maintenance and repairs, and electrical/timer programming. The contract is set to begin April 15, 2022, and run through December 31, 2022, with potential for three additional one-year renewal periods. Bidders must submit unit prices, estimated annual costs, and total annual costs using the provided Bid Offer Form. Qualification requirements include demonstrating three years of business experience, providing three references from comparable institutions, and maintaining $1,000,000 liability and motor vehicle insurance coverage. The bid was due by 2:00 PM on February 15, 2022, with a deadline of February 3, 2022, for submitting written inquiries to Procurement Director Chris Schultz. Award will be made to the lowest qualified, responsive, and responsible bidder meeting all specifications.
There are no specific set-aside designations or restrictions on organizational types mentioned in the procurement documents. The contractor must comply with Wisconsin Department of Agriculture, Trade, and Consumer Protection Agency and Department of Natural Resources regulations, including obtaining necessary permits and managing pesticide application protocols. While no incumbent vendor is identified, the successful bidder will be responsible for all equipment storage, transportation, and on-site work. Invoicing will be itemized by service dates and contract line items, with payment processed within 30 days of receipt and verification. The contractor must hold accepted costs firm for the entire contract period, with any future renewal adjustments requiring comprehensive documentation and justification. Though a specific budget range is not explicitly stated, the comprehensive maintenance requirements suggest a potentially significant annual contract value covering multiple specialized services across the county's business park infrastructure.
