About this opportunity

The Metropolitan Tulsa Transit Authority (MTTA) is issuing a Request for Proposals for the development and implementation of a bus vacuum system at its maintenance facility located at 510 South Rockford Avenue in Tulsa, Oklahoma. This procurement involves the removal and replacement of existing vacuum systems with new equipment meeting manufacturer specifications and all applicable regulatory requirements. The scope of work includes pre-work inspection and diagnostic testing of existing systems, removal of existing vacuum pump assemblies and associated components, installation of new OEM or agency-approved equivalent vacuum systems complete with new hoses, fittings, check valves, filters, and mounting hardware, and comprehensive testing and commissioning of all installed equipment. Required equipment specifications include air blow guns, bellows assemblies with minimum 28-inch travel, supporting steel frames, dual centrifugal dust cyclone separators with electric motors and industrial exhaust fans, in-line BCS blowers, atomized misters, electrical components with proper controls and safety features, a deodorizer system, hose reels, three cubic yard minimum containers on wheels, pneumatic components, and miscellaneous hardware and fasteners. Electronic proposals must be submitted via the Bonfire portal no later than April 13, 2026, at 4:30 PM Central Standard Time, with a deadline for questions on April 1, 2026, and responses to questions provided by April 8, 2026. The anticipated contract award date is April 28, 2026. MTTA will evaluate proposals using five equally weighted criteria at 20 points each: work plan and quality control plan, proposer experience with similar projects, past performance record including cost control and schedule adherence, qualifications and experience of key project personnel, and price. Proposals must not exceed 60 pages excluding required forms, cover letters, resumes, and pricing sheets, and must include a statement of qualifications, four client references from the past five years, resumes of key personnel, a detailed work plan and quality control plan, and separate pricing documentation.

The RFP includes federal terms and conditions applicable to Federal Transit Administration (FTA) funding, with mandatory compliance requirements including energy conservation, civil rights compliance, and debarment and suspension certifications. Disadvantaged Business Enterprise (DBE) participation is required with a national goal of 10 percent and an agency goal of 4 percent, creating a potential set-aside designation for qualified DBE firms. Payment terms are Net 30 days after receipt of correct invoice or acceptance of goods. No incumbent vendors or current contractors are listed in the RFP documentation. All work shall be performed on-site at the agency facility in designated work bays with coordination required with agency maintenance personnel to minimize operational disruption. The RFP reserves the right to accept or reject any proposals in whole or part, make partial or multiple awards, and waive any informality in proposals. No specific award value or budget range is disclosed in the available documentation, though the selection committee may conduct interviews with short-listed firms at its discretion.
