About this opportunity

Grays Harbor Transit Authority is requesting sealed bids for construction of a bus detailing facility in Hoquiam, Washington, with bids due October 6, 2026 at 3:00 p.m., and a mandatory pre-bid conference and site inspection on September 28, 2026 at 2:00 p.m. at the project site (615 30th Street, Hoquiam). Physical inspection of the premises is required for bid eligibility.

Washington State Prevailing Wage Rates apply, and no less than 15 percent of total labor hours must be performed by apprentices enrolled in Washington State Apprenticeship and Training Council-approved programs — a material labor-cost factor.

The scope is construction of a new 5,496 square-foot pre-engineered metal building to house a bus detailing facility with storage, plus site improvements for bus staging and staff parking. Bidding documents are prepared by Harbor Architects LLC and available at http://www.harborarchitects.com/23-07C.

Bid security equal to 5 percent of the base bid plus any additive alternates is required in the form of a certified check, bank cashier's check, or bid bond. Contractors must secure performance, labor and material payment, and one-year maintenance bonds from a bonding company with a Best's rating of "A" or better, licensed in Washington, with liability equal to 100 percent of the contract sum including state sales tax. For public works contracts over $1 million, bidders must submit subcontractor names for work exceeding 10 percent of the bid price within one hour after the bid submission deadline.

Bidders will be bound by their bids for 45 calendar days following bid opening. The award will be made to the lowest responsive bid; the owner reserves the right to reject or accept any or all bids. Written questions are due October 1, 2026 at 12:00 p.m. to Monika Kuhnau at monika@harborarchitects.com. Bidders must also submit a Non-Collusion Affidavit, Certification Regarding Responsibility Matters, and Certification of Compliance with Wage Payment Statutes.
