About this opportunity

Baltimore County Department of Public Works & Transportation is soliciting sealed bids for construction of a low-pressure sewer system along Burton Avenue in Parkville, Maryland (Contract 25171 SX0), with bids due July 23, 2026 and a mandatory pre-bid meeting on July 8 at 10:00 a.m. EST via WebEx. Only contractors formally prequalified as F7 Contractors within ten calendar days prior to bid opening are eligible to submit bids — a restrictive eligibility gate. MBE/WBE participation requirements apply; bids lacking completed MBE/WBE forms will be deemed non-responsive.

The scope includes construction of approximately 309 linear feet of two-inch and 127 linear feet of one-and-a-half-inch low-pressure sewer main; installation of six simplex grinder pumps with electrical service connections; one terminal flushing connection valve and vault; and all associated excavation, shoring, dewatering, backfill, surface restoration, testing, mobilization, and demobilization. Materials must be new; the contractor may select PVC or HDPE pressure pipe with Schedule 40 or 80 fittings and ductile iron or polyvinyl chloride components. The contract must be completed within 95 work days of the Notice to Proceed. Baltimore County prevailing wage rates apply throughout the project duration.

Bids must be submitted electronically to dpwbid@baltimorecountymd.gov and include a Bid Bond equal to 5 percent of the bid amount. The successful bidder will provide a Performance Bond and Payment Bond equal to 100 percent of the contract amount. A two-year Maintenance Bond or 5 percent retainage is required from the date of final acceptance. Questions are due July 16 at 4:00 p.m. EST. Contract documents incorporate Baltimore County's September 2023 Standard Specifications for Construction and Materials, the 2011 Maryland Standards and Specifications for Soil Erosion and Sediment Control, and Maryland Department of Transportation State Highway Administration Standard Specifications dated July 2025.
