About this opportunity

The State of Maine is requesting bids on 463 buoys for various lakes and waters, with bids due October 21, 2009. The procurement spans two size categories: 355 nine-inch buoys and 108 five-inch buoys, each specified in multiple types including ski area markers, rock markers, hazard area markers, channel markers, swim area markers, and headway speed-only buoys.

All buoys must be constructed from seamless acrylonitrile-butadiene-styrene (ABS) with a minimum wall thickness of 0.100 inches and completely filled with rigid, closed-cell urethane foam complying with MIL-P-21929 Class I specifications. All metal hardware must be galvanized steel per ASTM A-153-73. Five-inch buoys are specified at 76 inches overall height with 42 inches exposure without tackle; nine-inch regulatory buoys are 61 inches overall height with over 36 inches exposure with 5-pound tackle. Both types require internal concrete ballast, self-righting capability, and permanent waterway marking symbols imprinted into the surface. All buoys must be marked "PROP. STATE OF MAINE" and stamped with manufacture date, with markings and symbols that are scratch and fade resistant.

Bids must be submitted electronically to the Division of Purchases at 9 State House Station, Augusta, Maine. Bidders must submit separate unit prices for each item; awards will be made on an individual item or group basis at the State's discretion. Awards go to the lowest responsible bidder offering best value, evaluated on quality, conformity with specifications, delivery dates, and ultimate cost. Tie bids are resolved in favor of in-state bidders or those offering commodities produced or manufactured in Maine. The State reserves the right to reject any or all bids, waive formalities and technicalities, and increase or decrease ordered quantities by up to 10 percent. All transportation charges must be prepaid by the contractor unless otherwise specified. The State is exempt from Federal and Maine State Sales and Use Taxes.
