About this file
This is a buoy specifications document for the State of Maine detailing requirements for waterway marking buoys to be procured for various lakes and waters during fiscal year 2010. The specifications address two primary buoy types: 5-inch diameter "Milfoil Area" buoys and 9-inch diameter regulatory buoys. The 5-inch buoys are specified with a 76-inch overall height, 42-inch exposure without tackle, and 36-inch exposure with 5-pound tackle, while the 9-inch regulatory buoys feature a 61-inch overall height with over 36 inches of exposure with 5-pound tackle. Both buoy types must be constructed from seamless acrylonitrile-butadiene-styrene (A.B.S.) material with a minimum wall thickness of 0.100 inches and completely filled with rigid, closed-cell urethane foam complying with MIL-P-21929 Class I specifications to ensure unsinkability. The buoys must incorporate internal concrete ballast for proper positioning and include self-righting capability without tackle assistance.
Both buoy types require all metal hardware to be galvanized steel per ASTM specification A-153-73 to ensure rust resistance and durability in waterway environments. The 5-inch "Milfoil Area" buoys must be solid yellow with 3-inch yellow reflective tape, while the 9-inch regulatory buoys require 3-inch reflective bands and standard inland waterway marking symbols permanently impregnated into the buoy surface. All buoys must be marked on the lower portion with "PROP. STATE OF MAINE" and stamped with the manufacture date. The markings, symbols, and lettering must be scratch and fade resistant with color integral to the shell. The 9-inch regulatory buoys have a net weight of 49 pounds and submerged buoyancy of 84 pounds. All orders are to be shipped complete and ready for deployment.
