About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet, on behalf of the Kentucky Department of Agriculture, is requesting bids for one bumper-pull dump trailer under RFB 758_2600000614_1, with bids due June 9, 2026 at 1:30 p.m. ET and written questions due June 2, 2026 at 10:00 a.m. ET.
This is a one-time purchase with no optional renewal periods. All bids must be submitted electronically through the Commonwealth eProcurement system; vendors must be registered in the Vendor Self Service (VSS) system at https://vss.ky.gov prior to submission. Bidders may listen to bid readings via conference call on the closing date at 3:30 p.m. ET. Kentucky resident bidders and qualified bidders meeting specific criteria may receive reciprocal or preferential scoring consideration.
Award determination uses a best-value ranking approach with 90 points allocated to price and 10 points to delivery time, for a total of 100 points. The lowest-price bidder receives the maximum 90 points, with others scored proportionally. Delivery time must be stated as a specific number of working days; one percent per day is deducted from the vendor's invoice for each day delivery exceeds the contracted date. All pricing must be quoted on an F.O.B. Destination Freight Prepaid and Allowed basis, with prices firm for the contract period and exclusive of federal excise taxes and Kentucky sales or use taxes.
The successful bidder must provide proof of Commercial General Liability Insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate prior to award. Instruction and operating manuals must be furnished for all equipment. Bidders must comply with nondiscrimination provisions and Commonwealth statutes relating to tax compliance, wage and hour regulations, occupational safety, unemployment compensation, and workers' compensation. The contract is structured as a single award to the lowest responsive and responsible bidder.
