About this opportunity
The Confederated Tribes of Siletz Indians (CTSI) Planning and Emergency Management Departments is requesting proposals for repaving, drainage improvements, and security fencing at the Bullpen Transportation Facility in Siletz, Oregon, with sealed proposals due July 17, 2026 at 5:00 p.m. PDT. Indian-owned and controlled companies with at least 51 percent Indian ownership and control are eligible for Indian preference points under CTSI Tribal Code and 25 U.S.C. 450e(b)(7), and these firms receive 15 of 100 evaluation points based on Indian preference alone.
The scope encompasses site preparation, grading, drainage system installation including catch basins, culverts, French drains, and stormwater piping, base preparation, asphalt paving of approximately 135,000 square feet, striping, and security fencing and gate installations at 815 Logsden Road. Qualified bidders must be licensed and bonded in Oregon, have experience with large-scale paving projects of 50,000 square feet or more, demonstrate drainage and stormwater expertise, maintain OSHA compliance, and provide references from at least three similar projects. The selected contractor must provide performance and payment bonds, insurance certificates, and comply with tribal laws, federal funding requirements if applicable, environmental regulations, and Equal Employment Opportunity laws.
Evaluation uses a 100-point scale: cost (30 points), experience and capability (30 points), environmental practices (15 points), Indian preference (15 points), references and past performance (5 points), and evidence of completeness and quality (5 points). Construction is scheduled to start August 17, 2026, with substantial completion targeted for October 31, 2026. Written questions are due July 2, 2026 at 5:00 p.m. PDT. An optional pre-bid site visit is scheduled for June 25, 2026 at 2:00 p.m. PDT. Award notification is scheduled for July 24, 2026. Proposals must be submitted to the CTSI Planning Department or electronically to Iank@ctsi.nsn.us.
