Substantial Completion is scheduled for August 22, 2026, with final completion required by September 21, 2026; liquidated damages are assessed at $115 per day for delays beyond Substantial Completion and $60 per day for delays beyond final completion.
The project is financed through a grant from the Commonwealth of Pennsylvania via the Commonwealth Financing Authority's PA Small Water and Sewer Program, with all bidding documents and solicitation details available at no cost through the PennBid Platform. No specific award value or budget range is disclosed in the available procurement materials. Prospective bidders are urged to register with the PennBid Platform as plan holders to ensure receipt of all official notifications, addenda, and updated bidding documents, as neither the Owner nor Engineer will be responsible for documents obtained from sources other than the designated website. The comprehensive bidding documents, including detailed construction drawings and specifications totaling approximately 16MB, are available for download from the PennBid Platform and establish the project requirements based on unit pricing for primary lining activities with assumptions of full pipe deterioration and a minimum 50-year service life.
