About this opportunity
The Idaho Division of Veterans Services is requesting quotes for bulk oxygen delivery, medical oxygen equipment rentals, inspections, and fills at the Idaho State Veterans Home — Post Falls facility, with quotes due October 15, 2026 and award anticipated October 22, 2026.
The scope encompasses recurring bulk liquid oxygen delivery to a 1,500-gallon tank on a Monday and Friday schedule, cylinder swaps for 6x6 high-pressure double-sided oxygen reserve manifold tanks on demand, and rental of approximately 70 E-size and 8 H-size compressed oxygen tanks monthly with adjustment capacity based on facility needs. All oxygen must be USP Grade. The contractor must complete annual certifications and inspections of the 1,500-gallon tank and 6x6 manifold tanks in compliance with NFPA 99 Chapter 11, with initial inspections due within two weeks of contract start, and certify sixty-four oxygen ports in resident rooms annually. The contractor must integrate with the facility's telemetry system to monitor oxygen levels and ensure deliveries within two to four business days of reorder notification. Tank exchange services for empty cylinders must be maintained with strapped carrying devices; the contractor supplies tank racks for storage. The contract is located at 590 South Pleasant View Road, Post Falls, Idaho, with Scott Clark (maintenance foreman) as the site contact.
The estimated contract value is calculated from line-item pricing: 50 monthly E-tank rentals, 840 annual E-tank fills, 400 additional E-tank fills, 8 monthly H-tank rentals, 96 annual H-tank fills, 80 additional H-tank fills, 320,000 cubic feet of liquid bulk oxygen annually, and one annual 1,500-gallon tank inspection. Invoices are due monthly by the 5th at the site location. The initial term is one year with four optional one-year renewals. Award is made to the lowest-cost responsive, responsible vendor. Subcontracting is permitted with the contractor assuming full responsibility for subcontractor performance.
Insurance requirements mandate Commercial General Liability and Commercial Umbrella coverage of at least $1 million per occurrence, Commercial Automobile Liability of $1 million per accident, and Workers Compensation Insurance with $500,000 employer's liability limits per accident. The State of Idaho must be named as additional insured on all liability policies; all carriers must be rated A-VII or better and authorized in Idaho. Vendors must submit responses through the IPRO e-procurement system with the Scope of Work, Price Sheet, and IDVS Signature Page. Prices must remain firm for 90 days after closing. An amendment to the original RFQ was issued; the current due date is October 15, 2026.
