About this opportunity

Broward County is seeking a vendor to provide bulk laundry services for the Broward Addiction Recovery Center (BARC) and potentially other county agencies through an open-end contract. The solicitation requires a vendor to perform daily pickup and delivery of machine-washable linens, clothing, and healthcare facility items, with specifications for cleaning and processing soiled laundry and returning freshly laundered items within 24 hours. Vendors must have commercial-grade laundry equipment, adhere to CDC and OSHA healthcare laundry standards, and demonstrate staff training in bloodborne pathogen handling. The contract opportunity requires electronic submission through the BPRO platform, with responses due by October 20, 2025. Vendors must comply with multiple requirements including a Business Associate Agreement, OSHA Bloodborne Pathogens Training Certificate, Material Safety Data Sheets, and living wage provisions. Questions and clarifications must be submitted through BPRO by the designated questions due date, with county responses provided through the platform's messaging section.

The procurement opportunity includes significant procurement preferences for Small Business Enterprises (SBE) and County Business Enterprises (CBE), offering competitive advantages for certified local businesses. Certified CBE or SBE vendors within 10% of the lowest bid can potentially match the price and win the contract, with specific certification requirements mandating verification through the OESBD Certified Firm Directory. Additional vendor qualifications include providing an Anti-Human Trafficking Affidavit, completing ownership disclosure forms, submitting a detailed litigation history, and meeting comprehensive insurance requirements with minimum coverage limits for general liability, auto liability, and workers' compensation. While no specific contract value is explicitly stated, the contract will initially run for one year with potential for two additional one-year renewals, subject to vendor performance and county interests. Vendors must perform at least 75 percent of the contract work without subcontracting and will be evaluated based on being the lowest responsive, responsible bidder on a total bid price basis.
