About this opportunity
The Madison Metropolitan Sewerage District is seeking sealed bids for the procurement of bulk Ferric Chloride (FeCl3) chemical solution located in Dane County, Wisconsin. The district requires approximately 165,000 gallons annually of liquid ferric chloride at concentrations ranging from 33-42% to be delivered and pumped into an 11,000-gallon holding tank at 1610 Moorland Road. The chemical will be used at the Nine Springs Wastewater Treatment Plant for sulfide control in anaerobic digestion and struvite control on gravity belt thickeners. Bidders must provide fixed pricing per dry ton of FeCl3, inclusive of transportation, delivery, pumping, and insurance costs, with delivery guaranteed within four business days of order placement. The bid solicitation was posted on June 3, 2024, with sealed bids due on June 18, 2024, at 10:30 a.m. CST, and the contract term will span one calendar year from execution through June 30, 2025, with potential options to extend for up to three additional one-year periods.
The district will award the contract to the lowest cost per dry ton bidder who meets all specifications, with no guaranteed minimum purchase quantities. Contractors must maintain comprehensive insurance coverage, including $2M in general liability, $1M in automobile liability, $2M in umbrella coverage, and workers' compensation as specified. Price increases during renewal periods will require 90-day advance written notice with industry justification, and the district reserves the right to terminate the contract with 30-day notice if proposed increases are deemed unacceptable. No specific set-aside designations or restrictions on responding organizations were mentioned in the procurement documents. While a specific budget range was not explicitly stated, the annual volume of 165,000 gallons suggests a significant procurement value. Interested bidders should direct any questions to Matthew Leitzen, Procurement and Contracts Agent, at mattl@madsewer.org, and all bid responses will be considered public records.
