About this opportunity

The City of Dallas is soliciting bids to establish a five-year Indefinite Delivery/Indefinite Quantity (ID/IQ) master agreement for the purchase of Building Materials, Lumber, and Accessories for use across all City departments on an as-needed basis. This solicitation (BR26-00030114) encompasses various building materials and accessories organized into groups A through W, with bidders permitted to bid on individual groups or the entire solicitation. Qualified bidders must be established businesses operating for a minimum of five years, maintain adequate inventory, and employ sufficient staff to handle simultaneous orders from multiple city departments during business hours Monday through Friday, 8 a.m. to 5 p.m. Pricing will be structured as a fixed percentage discount or markup off the vendor's list price, with all costs including delivery, handling, freight, and insurance incorporated into the bid price; for lumber products, pricing must be based on the Random Lengths industry trade publication, and vendors are required to provide four subscriptions to this publication. Price catalogs and lists must be provided in electronic searchable format and updated no more than once every 12 months during the agreement period, with price revisions effective 30 days after receipt by the City. Award will be made to responsive and responsible bidders demonstrating the most advantageous pricing and compliance with specifications. Bids must be submitted electronically through the Dallas City Hall Bonfire portal by May 1, 2026, accompanied by a $100.00 bid security in the form of a sealed bid bond, certified check, or cashier's check, with a pre-bid meeting held to allow bidders to ask questions and obtain clarifications.

The City of Dallas's Local Preference Program allows local Dallas-based firms with bids within three percent of the lowest bid (for contracts valued over $500,000) or five percent (for contracts valued under $500,000) to be considered for award over lower bidders. The contract includes a 7.99 percent Small Business Enterprise (SBE) participation goal under the City's Developing Regional & Inclusive Vendor Enterprises (DRIVE) Policy, requiring bidders to demonstrate good faith effort to meet this goal through the submission of required Business Enterprise Hub forms documenting SBE utilization, local workforce impact, and community engagement initiatives. Scoring opportunities exist for exceeding the SBE goal by at least five percent (up to two additional points), first-time contracting (two points), local workforce participation (three points), local supply chain usage (two points), local community impact (one point), past subcontractor utilization performance (three points), documented engagement efforts (two points), and timely payments to subcontractors (one point). A pre-qualified SBE list of 17 qualified vendors has been established, representing diverse ownership demographics across the Lumber Wholesalers and Other Construction Material Wholesalers categories, with vendors ranging from sole proprietorships to established corporations with up to 35 employees throughout the Dallas-Fort Worth region. The City is exempt from all federal excise taxes and state and local sales and use taxes, and payment will be made through Electronic Funds Transfer (EFT) following receipt of properly completed invoices. Monthly compliance audits will be conducted to verify payment practices, Commercially Useful Function performance, and progress reporting, with failure to comply potentially resulting in payment delays or future contract ineligibility.
