About this file
This is a Request for Bids (RFB) specification document issued by the City of Dallas for the establishment of a five-year Indefinite Delivery/Indefinite Quantity master agreement for Building Materials, Lumber, and Accessories (Solicitation Number BR26-00030114). The City seeks to procure various building materials and accessories for use across all City departments on an as-needed basis throughout the contract term. The solicitation is organized into groups A through W, with bidders permitted to bid on individual groups or the entire solicitation. A pre-bid meeting will be held to allow bidders to ask questions and obtain clarifications, with all subsequent communication conducted through the assigned buyer via the electronic bidding portal at https://dallascityhall.bonfirehub.com/login. Bids must be submitted electronically by the deadline specified in the solicitation, accompanied by a $100.00 bid security in the form of a sealed bid bond, certified check, or cashier's check. The contract will be awarded to responsive and responsible bidders demonstrating the most advantageous pricing and compliance with specifications.
Pricing will be structured as a fixed percentage discount or markup off the vendor's list price, with all costs including delivery, handling, freight, and insurance incorporated into the bid price. For lumber products, pricing will be based on the Random Lengths industry trade publication, with the vendor required to provide four subscriptions to this publication. The City's Local Preference Program allows local Dallas-based firms with bids within three percent of the lowest bid (for contracts valued over $500,000) or five percent (for contracts valued under $500,000) to be considered for award over lower bidders. Additionally, the contract includes a seven-point-nine-nine percent Small Business Enterprise (SBE) participation goal under the City's Developing Regional & Inclusive Vendor Enterprises (DRIVE) Policy, requiring bidders to demonstrate good faith effort to meet this goal. Successful bidders must be established businesses operating for a minimum of five years, maintain adequate inventory, and employ sufficient staff to handle simultaneous orders from multiple city departments during business hours Monday through Friday, 8 a.m. to 5 p.m. Price catalogs and lists must be provided in electronic searchable format with bids, updated no more than once every 12 months during the agreement period, with price revisions effective 30 days after receipt by the City.
