About this opportunity

The County of San Mateo, Department of Public Works, is requesting proposals for comprehensive building management system maintenance, repairs, and technical support across county-owned facilities, with proposals due October 30, 2026. The Department intends to award one contract for an initial term of up to five years.

The scope encompasses routine preventive maintenance, emergency repairs, system upgrades, and ongoing technical support to ensure optimal performance and reliability of BMS infrastructure across the county's facility portfolio. The vendor must demonstrate experience maintaining BMS systems comparable to the county's existing infrastructure, provide references from similar projects, meet specified response times for emergency calls, maintain preventive maintenance schedules, and deliver system monitoring capabilities. Vendor staffing qualifications and ability to maintain high system availability are critical requirements. Pricing proposals must clearly outline labor rates, service call fees, parts and materials pricing, and all direct costs.

Evaluation criteria center on vendor qualifications, proposed service delivery approach, performance metrics, service level agreements, and ability to maintain system uptime across the county's facilities. Proposals must be submitted electronically via OpenGov.

The standard contract template indicates that the total fiscal obligation amount will be specified in Exhibit B and that prevailing wage requirements, California Department of Industrial Relations registration, and certified payroll records apply if the project qualifies as public works under California law. Contractor must maintain comprehensive insurance coverage including workers' compensation, general liability, motor vehicle liability, and professional liability, each at $1,000,000 minimum. All work products become county property upon contract completion or termination. Either party may terminate without cause upon thirty days' written notice, or the county may terminate for cause after providing notice and allowing ten calendar days for cure.
