About this opportunity
The Florida Department of Transportation (FDOT), specifically the Survey and Mapping Office, is seeking a vendor to create a Building Information Model (BIM) of underground utilities through a single-source procurement. The project involves comprehensive scanning, modeling, mapping, and data collection of physical geographic areas using advanced imaging sensor systems and integrated Artificial Intelligence (AI) technology. The primary objective is to produce a reliable three-dimensional digital twin of subsurface utilities that displays located underground infrastructure, potential obstructions, and clear-to-dig areas. The solicitation requires a vendor capable of delivering a specialized digital mapping solution with proprietary AI processes integrated into a comprehensive workflow. Responses must be submitted electronically by 5:00 p.m. EST on October 29, 2025, to the specified email address. The procurement will follow FDOT Procedure Topic No. 550-030-101-d for Surveying and Mapping, with the intent to select a vendor who can comprehensively document and model underground utility infrastructure.
The procurement appears to be exclusively targeting Exodigo, Inc., which is identified as the known and potentially sole-source vendor for this project. The company possesses proprietary technology and is reportedly the only vendor capable of providing the specific AI-integrated utility mapping services required. The estimated contract value is $350,000.00 for a one-year term, with the procurement limited to a single vendor due to their unique technological capabilities and proprietary platform. No specific set-aside designations for disadvantaged enterprises are mentioned in the available documentation. The contract will be awarded through a single-source purchase process as outlined in section 120.57(3) of Florida Statutes, with FDOT reserving the right to evaluate and confirm the vendor's exclusive capabilities. Integration requirements suggest the need for advanced geospatial mapping technologies and AI-driven data collection and modeling systems that can comprehensively scan and document underground utility infrastructure.
