The scope of work includes cost-of-service analyses, employee pay and staffing cost assessments, fee benchmarking against comparable Florida jurisdictions, legal compliance review, and financial impact modeling of all existing regulatory, permitting, inspection, enforcement, administrative, and miscellaneous fees assessed by the Department. The consultant must complete ten defined tasks including project initiation, cost-of-service analysis, workload assessment, pay and classification analysis, fee evaluation and development, legal and policy review, benchmarking and comparative analysis, financial impact analysis, and reports and presentations, with optional services available at hourly rates for ordinance implementation assistance, implementation phase support, and additional analysis. Proposers must attend a mandatory pre-proposal conference on May 22, 2026, at 10:00 a.m. at the Procurement Department in West Palm Beach, Florida, with proposals due by June 23, 2026, at 4:00 p.m. local time, requiring one unbound original, seven bound copies, and one electronic PDF copy. The anticipated contract period is twelve months beginning August 10, 2026, and ending August 9, 2027, with one optional twelve-month renewal period at the County's discretion, and a project completion timeframe of 120 to 180 calendar days. Evaluation criteria weight experience and qualifications at 25 percent, project approach and understanding at 20 percent, key personnel and operations at 20 percent, price proposal at 15 percent, small business enterprises participation at 15 percent, and business location/local preference at 5 percent.
Small Business Enterprises (SBE) participation requirements apply to non-federally funded portions of this solicitation, with SBE goals and participation weighted at 15 percent of the total evaluation score. All proposers and subcontractors must be registered vendors in the County's Vendor Self Service System prior to submission. The contract includes standard insurance requirements, specifically Commercial General Liability coverage of not less than $500,000, Professional Liability coverage of not less than $2,000,000 per occurrence and $3,000,000 aggregate, and Workers' Compensation in accordance with Florida Statute Chapter 440. The RFP documents include detailed instructions for completion of Subcontractor/Subconsultant Schedules 1 through 4, which are mandatory procedures for respondents including subcontractors or subconsultants, with Schedule 1 required at bid submission identifying all subcontractors and subconsultants with SBE certification status, and Schedules 3, 3(a), and 4 required following contract award with each payment request to document actual payments and work performed. No incumbent vendors or budget ranges are identified in the available solicitation documents, though pricing must be structured as task-based lump sum pricing across the ten defined tasks with optional services priced at hourly rates.
