About this opportunity
The City of Pittsburgh Office of Management and Budget, on behalf of the Department of Public Works, is soliciting bids for building and construction materials on an as-needed basis under IFB 2026-IFB-183, with proposals due September 10, 2026 at 2:00 p.m. The City has established DBE participation goals of 18% for minority-owned businesses, 7% for women-owned businesses, 5% for veteran-owned small businesses, and 3% for LGBTQIA+-owned businesses; bidders must submit an Equal Opportunity Review Commission Participation Form demonstrating good faith efforts to meet these goals.
The scope encompasses 86 line items across rebar, concrete products, sonotubes, drywall, ceiling tiles, fasteners, caulking, insulation, and other construction supplies, with quantities specified as individual units or per linear foot. Pricing must be submitted as firm fixed prices for individual line items, supplemented by percentage discounts off manufacturer's suggested retail price for full catalog items and unlisted catalog materials. All pricing must include delivery, handling, and freight charges. Vendors may offer pick-up from store locations within 7.0 air miles of the DPW Warehouse at 6300 A.V.R.R., Pittsburgh, PA 15201, or delivery to various City locations on an F.O.B. destination basis.
The contract term runs from October 1, 2026 through September 30, 2028, with two optional one-year renewal periods. The City reserves the right to award on an item-by-item or low-total basis to the lowest responsive, responsible bidder. Bidders must provide a bid guarantee of up to 5% of total bid amount, performance and payment bonds equal to 100% of contract price, and general liability insurance of $1 million per occurrence and $2 million aggregate. Questions are due August 27, 2026. Bid opening is scheduled for September 10 at 3:00 p.m. at the City-County Building. Bids must be submitted electronically through the ProcureNow portal. The City is exempt from federal excise taxes and state sales tax on certain construction materials; bidders must separate estimated sales tax from bid prices. Invoices must be submitted within 30 calendar days of delivery, with City payment expected within 45 calendar days of invoicing.
