About this opportunity
North Carolina Department of Public Safety is soliciting sealed lump-sum bids for Building Automation System renovations at the Cabarrus Youth Development Center in Cabarrus County, with a mandatory pre-bid meeting on October 28, 2026 at 10:00 a.m. at the project site and bids due November 17, 2026 at 11:00 a.m. Failure to attend the pre-bid results in disqualification from bidding. The single prime contract is awarded to a general contractor holding an Unlimited license classification under North Carolina General Statutes Chapter 87, Article 1, with an exception allowing properly licensed plumbing, mechanical, or electrical contractors to bid single prime where their trade value does not exceed 25% of total construction value.
The base scope installs a new Building Automation System, a new smoke control system integrated with the existing fire alarm system, and a new fire alarm panel at the YDC facility at 850 Holshouser Road, Concord, North Carolina. Alternate P1 replaces domestic hot water heaters at the YDC facility, and Alternate P2 replaces domestic hot water heaters at the adjacent JDC facility. A preferred HVAC controls brand, Distech ECY Series, is being considered for standardization and owner familiarity. Remington and Vernick Engineers (RVE) prepared the design, and John Sloan at NCDPS Engineering manages the project.
Each proposal requires a cash deposit or certified check of not less than 5% of the proposal amount, or a bid bond in the same amount executed by a surety licensed in North Carolina. The successful bidder must furnish performance and payment bonds equal to 100% of the contract price. Payment is made on 95% of monthly estimates, with final payment upon completion and acceptance of the work. Bids may not be withdrawn for 60 days following the scheduled closing time.
Bids are received at the project site or at the NCDPS Engineering office in Raleigh. Hard copies sent by mail must be received by 3:00 p.m. the day before bid opening. The opportunity was posted October 22, 2026.
